OS:Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Press tab key such that focus reaches "arrow button" next to sign into chrome button.
(3)Now zoom in the page upto 110% and observe the grey highlight.

Actual: Grey highlight on arrow button appears to be chopped after zooming the page to 110%

Expected: Grey highlight on arrow button should not appear to be chopped after zooming the page to 110%

This is a Non-regression issue seen from 'M55' series i.e from 55.0.2876.0

Note: Similar issue is seen inside "Site settings" section as well.
