Translate to dutch option on page with few dutch words

Issue description

Version: 56.0.2885.0/canary

What steps will reproduce the problem?
(1) Visit https://news.ycombinator.com/item?id=12674533
(2) Get Dutch translate option

What is the expected output?
I wouldn't expect this english page to offer to translate to Dutch. This is not a catastrophic translate failure, just a minor annoyance.

Anton - can you double-check? I _thought_ this version already is switched back to CLD2, but I can't look that up right now. (Away from office)

Thanks for reporting this. We are in the process of updating the new language detection model (CLD3) and that update will fix this issue.

Rachel, this is CLD3. We submitted a CL switching to CLD2 for stable but then we reverted it to continue testing CLD3 for the subsequent release.
Status: Fixed (was: Untriaged)
Checked that this is fixed now. Closing bug.
