Web push error message: "This site has been updated in the background"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
Not known

What is the expected behavior?
A web push message shown to the user

What went wrong?
Some users complains that *sometimes* they get in addition to the message we sent an extra message: "This site has been updated in the background".
We indeed returns the promise and everything is by what described to do in threads we saw about this issue.
The web site: www.thelotter.com, you can check yourself for our service worker code...

Tested on windows-10  with chrome stable version (53.0.2785.143), 
Dev (55.0.2882.4),Beta (54.0.2840.50) and canary (56.0.2884.0).
Unable to reproduce the issue.

Could you please recheck by creating a new profile without apps and extensions and update the thread if the issue still persists.
