Should always show Emoji/HW layout if click Emoji/HW icon on the shelf

REPRO STEPS 
1.Checked <Show input options in the shelf> 
2.Open opt-in menu in shelf 
3.Click Emoji icon on the shelf,then click <back to main layout> button
4.Click Emoji icon on the shelf again

ACTUAL RESULTS 
The main layout displays.

Same issue also repro for HW icon on the shelf.
