Incorrect circle(s) placed on screens when using extended screen with "highlight the mouse cursor" setting

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 8743.57.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.51 Safari/537.36
Platform: 8743.57.0 (Official Build) beta-channel veyron_minnie

Steps to reproduce the problem:
1. Select the Chromebook setting: 
       "Highlight the mouse cursor when it's moving".
2. Add a monitor (I'm using DisplayLink USB/VGA dock.)
3. Move mouse left to right (and R to L) over the complete Chromebook screen and extended display screen.

What is the expected behavior?
When moving, mouse pointer should always appear with red circle around it. Only one red circle should appear.

What went wrong?
Depending upon position of pointer on screens, sometimes,
1. The red circle and mouse pointer sync correctly.
2. The red circle appears on the screen opposite the pointer.
3. Both #1 and #2.
Screenshots won't show the mouse pointer, so I can't attach a screenshot that shows out-of-sync pointer and red circle.

Did this work before? No
