CSS 3D transform + filter blur crops elements

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:

scroll to see bizzare cropping

comment out the filter: blur(); on line 113 to see the pen work correctly.

What is the expected behavior?
Parallax on scrolling

What went wrong?
elements are cropped to area in the center of the body

Did this work before? Yes it worked in early August of 2016

Does this work in other browsers? Yes

Chrome version: 53.0.2785.143  Channel: stable
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

Able to reproduce the issue on MAC 10.11.6, Windows 10 and Ubuntu 14.04 using chrome reported version #53.0.2785.143 and latest canary #56.0.2885.0.
