Tabs reopen from last session

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2878.0 Safari/537.36

Steps to reproduce the problem:
1. Restarted Chrome
2. Restarted computer
3. Rechecked to see if open on new tab was checked in settings

What is the expected behavior?
Chrome should have opened a new tab when I start it.

What went wrong?
Chrome opens tabs that I was working on last session.

Did this work before? Yes 

Chrome version: 55.0.2878.0  Channel: n/a
OS Version: 10.0
Flash Version: 

I have the setting on open a new tab. I unchecked it and checked it again but it still continues to happen. This has happened before but it went away somehow. Now it is back.
