Page Info drop shadow is extra dark with #mac-views-webui-dialogs and #secondary-ui-md

Issue description

Chrome 55.0.2883.3
OSX 10.11.6

What steps will reproduce the problem?
(1) Enable #mac-views-webui-dialogs and #secondary-ui-md
(2) Click on the security indicator.

What is the expected output?
The normal shadow (expected-shadow.png).

What do you see instead?
An extra dark shadow (observed-shadow.png).

Based on the resemblance to a similar failure case in CSS, my naïve guess is that the bubble (or at least the shadow) is being drawn twice.
Note that this only occurs when both flags (#mac-views-webui-dialogs and #secondary-ui-md) are enabled. See  https://crbug.com/654156  for a possibly-related crash.
