Bluetooth: should disable advertising when removing the last advertisement instance

Removing the last advertisement instance is supposed to disable advertising as well. However, in my experiment, while the last instance is removed, it still keeps advertising mistakenly.

Status: WontFix (was: Assigned)
The advertising is disabled when ResetAdvertising dbus method is invoked. Hence, WontFix.
