Reopen closed tab not working for the first time upon right clicking on chrome tab after launching google chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Launch google chrome for first time
2. Open a new tab
3. Close the newly opened tab
4. Right click on top of window

What is the expected behavior?
"Reopen closed tab" option in context menu should be enabled

What went wrong?
"Reopen closed tab" option in context menu is disabled

Did this work before? No 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

I had came across this issue long time back, but was unable to reproduce the same. Then found out the issue occurs for the first time upon launching chrome. The issue persist in almost all versions which I have tried.

I've been noticing this problem for years.

If I dismiss the menu, then right-click again, "reopen closed tab" is then enabled and works.

This happens to me all the time in Linux.
I finally decided to check if this was reported by someone else, because it really started to annoy and luckily it was so I don't have to report it.
Is there any update regarding this issue, considering whis was posted in 2016.
