Chrome OS Files app can not open PDF files

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 8743.57.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.51 Safari/537.36 Platform: Platform 8743.57.0 (Official Build) beta-channel monroe Steps to reproduce the problem: You may see that overall process on Chromebook look like this: 1) You click on a PDF file in the File application. 2) PDF Viewer is loading in a new tab and show the real file name. 3) A moment after real file name is changed to something like title from PDF properties. You may see all reproduction steps on a video here: https://youtu.be/8Ptv5gAq5rU What is the expected behavior? What went wrong? I have bunch of PDF files and half of them (include official documentation from top vendors) have no titles in them. All those files are stored on Google Drive. When people use those files from Google Drive Web interface they have fun. When people use those files from Files application on their Chromebook they are misleading by PDF Viewer titles. N/A Chrome version: 54.0.2840.51 Channel: beta OS Version: 8743.57.0 Flash Version: Shockwave Flash 23.0 r0 This issue related to Issue 625082 which was abandoned because an owner is not responded more then three month.
