OS: Goobuntu, but it also happens on my Mac at home

What steps will reproduce the problem?
(1) Enable chrome://flags/#enable-experimental-web-platform-features
(2) Visit either photos.google.com or plus.google.com
(3) Note that the main page renders mostly OK, but no elements respond to interaction.

What is the expected output?

The sites should behave normally.

What do you see instead?

See #3 above.

The workaround is to disable the flag, but if any of these experimental features progress to non-experimental Chrome, it'd be a good idea to get a head start on fixing the issue.
