Mouse cursors doesn't change when mouse-idling with developer tools open

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Go to https://jsfiddle.net/0jv6rqkf/3/
2. Open developer tools
3. Click on "Test Link" and don't move the mouse

What is the expected behavior?
For 2 seconds the mouse cursor should be set to "wait".

What went wrong?
The mouse cursor doesn't change at all unless you move the mouse.

Did this work before? N/A 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Related to (closed)  issue #26723 , the issue still exists if you have your developer tools open.
