Disable CUPS functionality from M55 Beta

CUPS should be available in M55 Dev for OEM testing, but will not be launching until M56. We should determine a way where users can not enable CUPS functionality in M55 Beta.

adlr said he has some time to look at this.  Disabling USE=cups for the Beta build should do what we want.
