Issue descriptionChrome Version : 55.0.2883.0 (Official Build) 614d31daee2f61b0180df403a8ad43f20b9f6dd7-refs/heads/master@{#423768} (32/64-bit) OS: Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, click on ‘Avatar’ icon and select ‘Sign in to chrome’. (Sign in overlay is seen) 2. In sign in overlay, press Tab key till focus reaches on ‘More options’ button. 3. Now click just above the ‘More options’ button focus, observe. (kindly review an attached screen cast) Actual : In sign in overlay, ’More options’ list gets opened even when clicked outside the focus area. Expected : ’More options’ list should not open when user clicks outside the focus area; instead it should open only when the user clicks inside focus area. This is a Non-Regression issue seen from M-48 series (48.0.2529.0) as in previous builds this flag (new gaia password-separated sign) was disabled.

This is an issue with the server-side sign in page so we can't fix it from Chrome. +ewald to decide whether to route this to the GAIA team or not.
