Non-Regression: Unnecessary scroll bar seen on Search by Voice page

Issue description

Version: 55.0.2883.0 Dev
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)launch Chrome and go to NTP page.
(2)Click on 'Search by Voice' icon and observe.(Refer attached screen cast)

Expected: Unnecessary vertical scroll bar shouldn't be seen.
Actual: Instead, scroll bar is seen.

This is a Non- Regression issue as the same behaviour is seen from M-36.

Able to reproduce it on Ubuntu 14.04 using chrome latest Dev M55-55.0.2883.0. Observed extra scrolling after activating the voice search.

Issue is not observed on Mac OS.

In the video there is already scrollbar before the microphone icon is clicked and the scrollbar size does not seem to change after that. What is the expected behavior exactly?

Expected behaviour is that the scroll bar shouldn't be there on the speak now page. But it is unnecessarily seen after clicking on the Search by Voice icon.

I see it on mac after making the window short enough. The scrollbar is there because the NTP is too tall for the window. But voice search is short enough to fit in the window. But the scrollbar stays even after voice search is activated. I don't know how the NTP and voice search are generated... are they webui? Is this even a layout issue?
