Regression: Unwanted scrollbar is seen in pop up menus of chrome://md-settings.

Issue descriptionChrome Version: 55.0.2883.0 614d31daee2f61b0180df403a8ad43f20b9f6dd7-refs/heads/master@{#423768} (32/64-bit) OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac (10.10.5)(10.11.5) Steps: 1. Launch chrome and navigate chrome://md-settings/clearBrowserData 2. Zoom out the web page using (Ctrl --) to 25%, click on the drop down menu and observe. Actual: Unwanted scrollbar is seen in drop down menu, and menu options are not properly visible. Expected: No such scrollbar should be seen. This is a regression issue broken in M-55, will provide the other info soon. Manual Regression Range: 55.0.2880.0 -g 55.0.2881.0 -b

Using the per-revision bisect providing the bisect results, Good build:55.0.2880.0(Revision: 422654). Bad build: 55.0.2881.0 (Revision:423030). You are probably looking for a change made after 422954 (known good), but no later than 422955 (first known bad).
