Regression: [MD Settings]Weird overlapping of scrollbar is seen under 'Language' section.

Chrome Version: 55.0.2883.0 (Official Build) 614d31daee2f61b0180df403a8ad43f20b9f6dd7-refs/heads/master@{#423768} 32/64-bit.
OS: Windows (7,8,8.1,10).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/ page and go to 'Languages' section.
2. Click on 'Add languages' button and add any language (For Ex: 'Hindi') from 'Add languages' overlay.
3. Keep focus on three dot menu of 'English' language and resize the browser such that three dot menu gets hide.
4. Now, press 'Enter' key to open three dot menu list and observe.

Weird scroll is seen on three dot menu list.
No such scroll should seen on three dot menu list.

This is regression issue, broken in 'M 55' and will soon update the bisect info

Good build:55.0.2868.0
Bad build:55.0.2869.0

Note: This issue is not seen on Windows and Linux OS.

Unable to reproduce the issue on Windows 10 Chrome reported version-55.0.2883.0 and 55.0.2869.0 version with the above provided steps.

Please find the attached screencast for reference. Could you please recheck and update the thread & let us know if i miss anything to reproduce the issue.

With response to comment# 1: Retested the above above issue on latest canary chrome version 56.0.2885.0 with the steps mentioned in the bug. It's still reproducible.

Note: To reproduce the issue perform the steps 2-3 times.

A similar bug is still happening with cr-action-menu. See screenshot with double scrollbars and white space. I believe there are 3-4 bugs filed for the exact same cause. I'll attempt to consolidate to a single bug shortly.
