Regression: [Devtool]'Console' tab in drawer shifts to R.H.S after resetting browser language to English.

Chrome Version: 55.0.2883.0 614d31daee2f61b0180df403a8ad43f20b9f6dd7-refs/heads/master@{#423768} (32/64-bit)
OS:Windows(7,8,8.1,10)

Pre-condition: Change browser language to Arabic from chrome://settings/languages

Steps:
1. Launch Chrome, open devtool and click on 'Customize and control Devtools' icon.
2. Select 'Animation' or 'Network conditions' option from 'More tools' and then close the devtool.
3. Now reset the browser language back to 'English', open devtool and observe console drawer.

Actual: 'Console' tab of console drawer shifts to R.H.S after step 3.

Expected: 'Console' tab of console drawer should not shift to R.H.S after step 3.

This is a regression issue broken in M-54, will soon update the bisect info.

Good build: 54.0.2824.0 
Bad build: 54.0.2825.0

Note: Issue is not seen on Mac and Linux.

Using the per-revision bisect providing the bisect results,

Good build: 54.0.2824.0(revision : 410520 )
Bad build: 54.0.2825.0(revision : 410913)

You are probably looking for a change made after 410520 (known good), but no later than 410913 (first known bad).

The script might not always return single CL as suspects some perf builds might get missing due to failure.

Able to reproduce this issue in latest chrome stable 54.0.2840.99.
