Iframe scrolling 1/4th of viewport on retina displays

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Set iframe to 100% width and height.
2. Load page into iframe
3. Scroll page on retina mac. 

What is the expected behavior?
The entire web page should scroll vertically as a normal web page outside of an iframe.

What went wrong?
Only the corner fourth of the viewport scolls

Did this work before? N/A 

Chrome version: 53.0.2785.116  Channel: n/a
OS Version: OS X 10.11.6

[mac triage] I tried to repro on a retina mac with 53.0.2785.143 by trying various things at jsfiddle.net and http://www.w3schools.com/tags/tryit.asp?filename=tryhtml_iframe_scrolling - didn't notice anything strange. Can you link or attach to some html that reproduced the problem?
Go to http://colorfuzz.com/, enter URL like http://zeldman.com/ on mac retina with chrome to reproduce error.

oh jeepers. Yeah, it is broken for me on 53.0.2785.143 using the case in #c2.

but, good news, it doesn't repro in the 56.0.2885.0 Canary.

cc some people who've been active in scrolling recently in case something might warrant a merge.

I was able to reproduce the issue on the last stable version: 53.0.2785.143 on MacBook Pro Retina Sierra 10.12. But this works fine on the latest stable(54.0.2840.59).

schmitt@: Please check the same on the latest stable(54.0.2840.59) and confirm if the issue is still seen at your end?
