[TTS][Overlay] AMP pages in the overlay scroll up but not down

Issue description

AMP pages seem to work pretty well in the overlay, scrolling left & right to switch between source pages, but when you scroll up you can't scroll down.  I guess there's something in our eventfilter that doesn't recognize that the base page can take (or has taken) the event.  Page in the overlay that are framed should scroll up and down just like normal content pages.
 
Since the content for AMP is in an iframe, the iframe scrolls without changing the scroll of the page it is sitting in (the google results page). Depending on the scroll position of the main content in the overlay, either the content or the panel will move when you scroll the page up (scrolling down is less ambiguous since the content will only move if the panel is maximized).

Technically the event filter is working correctly, this case just wasn't considered. We would need to check if a scroll was happening in an iframe, but only if the "base" page is scrolled to the top of the screen.
