Sometimes the customized wallpaper is not seen on few users

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:

(1) Set the custom wallpaper thro vpd 
(2) GO through OOBE . See the customized wallpaper
(3) Add few more users
(4) Check for the custom wallpaper and folder


Expected Result:  To see the both customized wallpaper and custom folder

Actual Result: On some user the custom wall paper and  custom folder is missing.

Basically this bug describes: If a user has a custom wallpaper set on another device we are seeing that sometimes that gets synced and used but other times the vpd wallpaper is used

Question on (1) - it gets synced just for that user or all users on the device ?

Issue is still reproducible on M66 10452.28.0, 66.0.3359.62

For some users on the device, the vpd wallpaper is not set. Instead custom wallpaper is set as described in comments c#1 and c#2
