Steps To Reproduce:

(1) Set the custom wallpaper thro vpd 
(2) GO through OOBE . See the customized wallpaper/custom folder 
(3) Now add the second user on the device
(4) Check for the custom wallpaper and folder


Expected Result:  To see the customized wallpaper and custom folder

Actual Result: Only customized wall paper seen but the custom folder is missing.

Seen only on the owner of the device
