Recently added 'av_webcam' test suite isn't running

Issue description

I recently added a test suite named "av_webcam" as a part of this changelist: https://chromium-review.googlesource.com/#/q/I58b8042e11654fcf2b6b15c356327dac5f64bef4. 

It's been a few days since it got merged, but it hasn't started running yet. The pool it is meant to run on is a private one named 'av-flexible' with all its machines in Cassandra. I verified that I can schedule tests on this through cautotest.

Looks like boards in this suite are missing board: label.
