Videos are not playing in indianexpress.com when Flash plugin is enabled

Issue description

Split from issue 653553.

Expected result (and actual result with Flash plugin fully disabled):
  1. With a recent build, load http://indianexpress.com/article/india/india-news-india/pm-modi-doing-dalali-rahul-gandhi-surgical-strikes/
  2. Scroll to the last video.
  3. Press play.
  4. Video plays.

Actual result (with Flash plugin enabled):
  2. Video shows "Right-click to play Adobe Flash Player." message.
  2.1. Right-click -> Run This Plugin
  2.2. Player loads (seems to be HTML5 version)
  3. Press play.
  4. Video does not play.

Issue reproduces back to M53 at least.
 
We have noticed the similar behavior with our player as version 53 was released last week, however it is only present in ~40% of users on 53 and greater.

This demo page and the indianexpress.com reported above work as expected for me on 53.0.2785.143 m, however both result in the plugin being blocked on Version 55.0.2883.0 canary (alert icon in address bar).

My co-worker also on 53.0.2785.143 m gets the blocked plugin for both of these pages.

I can't repro either on M53 Linux.

I can't repro sundaysky link on Samus M55 (today's build) it plays a 12s video but there is a content length mismatch error after about 4s in the console.

indianexpress behaves erratic (I can sometimes get the videos to play) but shows plenty of errors (origin mismatch, 403, type errors and others) in the console. Might be a broken site.
