Logspam "External extension with id <id> has been uninstalled by the user" and other extension WARNING logspam |

Issue descriptionVersion: 55.0.2878.0 OS: ChromeOS What steps will reproduce the problem? (1) Sign-in to ChromeOS. (2) Un-install a pre-installed app. (3) Sign-out. (4) Sign back in again. What is the expected output? Expect no log output relating to the uninstalled app. What do you see instead? A run of messages: "External extension with id <id> has been uninstalled by the user" is logged for each pre-installed app that was un-installed by the user. In my current log file this is list of un-installed apps is logged seven times. There are also a few messages of the form: "Extension with id <id> from sync was uninstalled as external extension" logged about 90 seconds after startup. Finally, there is a second run of messages: "Attempted uninstallation of non-existent extension with id: <id>" logged, also about 90 seconds after startup.
