[People] Manage other people and Sync rows should use subpage arrow instead of open-external icon

The "Manage other people" row and the "Sync" row open subpages, so they should have a subpage right-arrow instead of the open-external-page box+arrow icon.

Trivia, "Manage other people" opens a separate window on non-chromeos and opens a subpage on chromeos. (Alan also requested that it change, so that should be done now).

The "Manage other people" I changed earlier today - so the current build probably doesn't have it yet, but maybe Friday.

The "Sync" I changed on Monday - so I would have thought it would be seen today(?).

I'm hoping this is just a mis-timing (ships passing or whatnot) and that all will be well after getting the latest version. Please let me know if it's not looking right next time you get a chance to update.
