Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Set a Proxy Setting on a per device setting
2. Must know all networks that user will connect to
3. Does not allow enforcement of Proxy no matter the user.

What is the expected behavior?
Should be able to set a proxy for a device that works no matter the network connected or user logged in.  Currently a proxy must be set on a per user basis, that means if a user logs into Chrome on a personal device for easy access to drive, gmail, etc., they are also filtered as a district device.  This is too restrictive for a user on their own device.

If you set the setting per user and only want to roll out to a certain group with devices, if another user in the domain (Sibling as example) logs into the device, they will not be filtered.

What went wrong?
Would like the ability to set a proxy to a device no matter the user. This is along the lines of certificates as well in issue 572103

I just wanted to see if any progress was happening on this issue.

For our use when we send a device home, we would like to make sure that the device is filtered via proxy no matter the user logged on.

Regarding workarounds.
1. Restrict the users that can log on to the device to the domain
 - This is done, however, to be 100%, then we need to apply the proxy filter to all accounts in the domain (Even the adults), because if they have a child that will take a device home, and they log onto it, then the student is no longer filtered.

Another item, that I wish to avoid is that if a user logs onto another device such as an android device or even a personal chromebook, I do not want to filter them.  It's there personal device, and they can do whatever they want with it.
