Steps:
1. Launch Chrome, navigate to "relax.li" and open Devtool.
2. Click on 'Toggle device toolbar', reload the page and observe.

Actual: Page does not load after clicking on reload button in device mode.

Expected: Page should load after clicking on reload button in device mode.

This is a regression issue broken in M-50, below is bisect info.

Good build: 50.0.2625.0
Bad build: 50.0.2627.0
