Webpage flickering is observed on back navigation in emulated mode.

Chrome Version: 55.0.2882.0 (Official Build) 03e86d027151639ad79c2074199f4e75beab0674-refs/heads/master@{#423378} (32/64-bit)
OS: (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

Steps:
1. Launch chrome and navigate to chrome://md-settings
2. Right click on the webpage and select 'Inspect', toggle to device mode.
3. Click on 'Advanced' >> Profile picture icon >> Back navigation arrow icon
4. Observe the webpage.

Actual: Webpage flickering is observed on back navigation.

Expected: No such flickering should be seen.

This is a non-regression issue seen from M-51.

Note: Flickering is only seen in emulated mode.
