Regression:Glimpse of unnecessary scroll bar is seen after page scroll using mouse wheel in chrome://downloads

Version: 55.0.2882.0 (Official Build) 03e86d027151639ad79c2074199f4e75beab0674-refs/heads/master@{#423378} (32/64-bit)
OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS) 

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://downloads.
(2)Resize the browser window.(Kindly refer the video)
(3)Click on the "More options..." iron icon.
(4)Scroll the page using mouse wheel and observe the iron menu.

Actual:Glimpse of unnecessary scroll bar is seen after page scroll using mouse wheel.

Expected:No such glimpse of unnecessary scroll bar should be seen after page scroll using mouse wheel.

This is a Regression issue broken in M-54,will soon update other info.

Using the per-revision bisect providing the bisect results,
Good build:54.0.2838.0(Revision: 413929).
Bad build: 54.0.2839.0 (Revision:414243).

You are probably looking for a change made after 414021 (known good), but no later than 414022 (first known bad).
