Issue descriptionChrome Version:55.0.2882.0 (Official Build) 03e86d027151639ad79c2074199f4e75beab0674-refs/heads/master@{#423378} 32/64 bit. OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch chrome and navigate to https://permission.site/ 2. Click on 'Notification' button and then click 'Allow' in permission bubble, similarly do it for 'Location'. 3. Navigate to chrome://md-settings/siteSettings/all and then click on 'https://permission.site/' link such that subpage gets open. 4. Observe the entries. Actual: Only 1 entry is seen (i.e. 'Location')and 'Notification' entry is not seen. Expected: Both entries should be seen on subpage of chrome://md-settings/siteSettings/all This is regression issue, broken in 'M 55' and below is manual bisect info: Good build:54.0.2840.0 Bad build:55.0.2841.0
