Camera permission dialog box is not accessible

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. https://webrtc.github.io/samples/src/content/getusermedia/gum/
2. Try and select Allow or Block without using your mouse

What is the expected behavior?
Being able to tab through the options or having keyboard shortcuts to Allow or Block the camera.

What went wrong?
It was impossible to choose Allow or Deny without using the mouse (even with ChromeVox installed).

OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

Pressing ESC hides the dialog box in the same way as clicking X but it does not trigger the permission dismissed callback (see: https://bugs.chromium.org/p/chromium/issues/detail?id=653497). A solution could be to allow pressing (CRTL/CMD/ALT)+A or (CRTL/CMD/ALT)+B to (A)llow or (B)lock the camera as this could then be given as audio instructions. Ideally, it would be possible to unlock the camera after blocking it without using the mouse as well.

I can't repro this, but on Mac you need to have full keyboard access enabled in your system preferences to tab through buttons in the UI. (Ctrl+F7 toggles)

tapted@ - when the dialog comes up, are you able to tab into it? I am not (I tab all through the toolbar and bookmarks bar to the web content but never into the dialog).

The dialog takes focus when it appears, no?

I still can not repro this. Tab focus works fine for me. See attached - there's no mouse interaction. Tried 10.9 and 10.12. Tried Canary and Stable.

I can't repro this either: when the bubble appears, focus lands immediately in the bubble, and Tab goes: allow -> close -> block -> allow. I strongly suspect the original reporter didn't have full keyboard access enabled; if you have that turned off, none of the controls in the bubble are reachable via Tab. With FKA off and VoiceOver enabled, the bubble takes VoiceOver focus and is fully traversable by VoiceOver. I don't think we should add special-purpose keybindings for this dialog.

I'm calling this WontFix for want of a repro case.
