Chrome restore button getting disabled after browser crash

Version: 55.0.2882.0
OS: Mac OS 10.11.5 & 10.12

What steps will reproduce the problem?
(1) Type about:inducebrowsercrashforrealz in chrome omnibox
(2) Relaunch chrome
(3) Observe the chrome restore button

What is the expected output?
Chrome restore button should be enabled

What do you see instead?
Chrome restore button shows disabled

Note:
1. Clicking on restore button all the tabs are getting restore with no issues
2. This issue is not observed on Windows and Linux platforms

Using the per-revision bisect providing the bisect results,
Good build:55.0.2880.0(Revision: 422654).
Bad build: 55.0.2882.0 (Revision:423378).

You are probably looking for a change made after 422972 (known good), but no later than 422975 (first known bad).
