Regression:Option overlay of 'Handlers' is seen chopped in 'Md-settings'.

Issue description

Chrome Version: 55.0.2882.0 (Official Build) 03e86d027151639ad79c2074199f4e75beab0674-refs/heads/master@{#423378} 32/64 bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and Sign-in into Gmail.com with valid credential,reload it. 
2. Select 'Deny' option from the handlers icon present in omnibox.
3. Navigate to chrome://md-settings/siteSettings/handlers and click on iron icon, observe.

Actual: Option overlay of 'Handlers' is seen chopped.
Expected: Option overlay should be proper.

This regression issue, broken in 'M 55' and below is manual bisect info

Good build:55.0.2841.0
Bad build: 55.0.2842.0

Using the per-revision bisect providing the bisect results,
Good build:55.0.2841.0(Revision: 414854).
Bad build: 55.0.2842.0 (Revision:414942).

You are probably looking for a change made after 414865 (known good), but no later than 414866 (first known bad).

Updating the latest behavior of the bug, Issue still observed on chrome latest Dev M56-56.0.2894.0.

michaelpg@ Could you please let us know is there any latest update available for this issue? In case if it's not related to your change please feel free to reassign to the concerned Dev person.
