Regression: Default highlight is not seen on drop down option of chrome://md-settings/siteSettings/all.

Issue descriptionChrome Version: 55.0.2882.0 Revision 03e86d027151639ad79c2074199f4e75beab0674-refs/heads/master@{#423378} OS:Windows (7,8,8.1,10) What steps will reproduce the problem? (1) Launch chrome, navigate to https://permission.site and click on 'Location' and 'Allow' it. (2) Then navigate to chrome://md-settings/siteSettings/all and click on iron icon of 'permission.site' (3) observe . Actual: Default highlight is not seen on drop down option. Expected: Default highlight should seen seen on drop down option. This is a regression issue, broken in 'M-55', will soon update the other info: Good Build: 55.0.2881.0 Bad Build: 55.0.2882.0

Yes, this will be addressed. The first focusable option in the menu will be focused.
