dpapad@, is this an action menu thing (rather than a site settings thing)?
Does the action menu changes address this?

Comment 4 by dpa...@chromium.org, Oct 11 2016

Yes, this will be addressed. The first focusable option in the menu will be focused.

rkote@ please verify in the latest canary.
We may need a merge to M55 also.

Comment 8 by dpa...@chromium.org, Oct 25 2016

MD Settings has not launched. Why would there be a need for merging?
