Layers panel is broken

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2881.0 Safari/537.36

Steps to reproduce the problem:
1. Enable the "Layers panel" experiment
2. Restart DevTools
3. Go to layers panel.

What is the expected behavior?
DevTools shows the composite layers in the application.

What went wrong?
DevTools shows white page

Did this work before? Yes 

Chrome version: 55.0.2881.0  Channel: canary
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

Tested the same on Mac-10.12 with chrome version 55.0.2882 by enabling the flag "Developer tool experiments" in chrome://flags  and restarted the Devtools.
But i couldn't see the layers panel in devtools.
Please find the attached screencast.

prashpal09@, could you please let us know if we are missing something here to reproduce the issue.

This is fixed by https://chromium.googlesource.com/chromium/src/+/a7e684d5d415f18d6a05bc53ae13c329c210fc90

You need an experiment enabled in DevTools / Settings / Experiments to see Layers panel.
