Misplaced accessibility link on OOBE update screen

Going through the OOBE flow just now on a ToT build, I noticed a weird misplaced "Accessibility" link sticking out of the bottom of the update-check screen. Probably it's not supposed to be there at all?

My device also seemed to get stuck on the update check and spin forever there. I was booting my own image, so maybe there were other factors at play.
