[Remoting Android] Viewport margin won't disappear when the actionbar goes away

What steps will reproduce the problem?
(1) Connect to a host
(2) Do swipe-down to open the actionbar
(3) Wait until the actionbar disappear

What is the expected output?

No margin taking the place of the actionbar, i.e. Upper and lower margin always have the same width.

What do you see instead?

There is margin that takes the place of the actionbar (see attachment). The margin decreases when the viewport moves down.

This is by design.  The goal is to reduce snapping after the user pans the content out from under the System UI so we don't immediately remove the padding until the user performs a motion which reduces it naturally.
