If you use TalkBack, the overflow + download button in the media player currently say "media control" vs. something more specific. We should add accessibility text like we do for the other buttons (https://cs.chromium.org/chromium/src/third_party/WebKit/Source/modules/accessibility/AXMediaControls.cpp?q=AXMediaEnterFullscreenButton&sq=package:chromium&dr=C&l=83)

Discussing with Dominic, we recommend the following text:

Download button: "Download media" (or re-use the "Download video" string)
Overflow button: "More options" (using the same as the main overflow menu string)
