Android: Theme color persists through omnibox-initiated navigation.

Issue description

Version: 53.0.2785.124
OS: Android 7.0

What steps will reproduce the problem?
(1) Visit garron.net/test/theme-color
(2) Set the theme color to red.
(3) Use the omnibox to visit https://www.google.com
(4) Search, click on the search results and go back a few times.

What is the expected output?
The theme color reverts to neutral any time you visit a page without a theme color.

What do you see instead?
The theme color stays red after the omnibox navigation, as well as subsequent navigations of pages without theme colors.

Note that the theme color changes for all normal [theme-color]->[no-theme-color] navigations, so this seems like a clear edge case bug. Pages should not be able to affect the theme color for other pages, especially across origins.
