The ChromeOsLockOnIdleSuspend user policy is set by the Admin Control panel (CPanel) > User Settings > Idle settings > Lock screen on sleep: Allow user to configure | Lock screen | Don't lock screen.
- When policy is set true (Lock), setting is checked and disabled (not editable).
- When policy is set false (Don't lock), setting is unchecked and disabled.
- When policy is not set (Allow user to configure), setting is unchecked and enabled (editable).
Note: It appears that the user-set state (checked / unchecked) is remembered and restored when the admin applies true/false, and then later returns it to not set.
