"bookmark this page" and incognito are grayed out. Cannot bookmark a page.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36 Steps to reproduce the problem: 1. cleared browsing, cookies, extensions 2. tried to get an incognito tab 3. updated all extensions/plug ins What is the expected behavior? That the bookmark this page (not grayed out) and manage bookmarks feature will work. What went wrong? ??? Did this work before? I did create a new profile and it helped, however, after about a week, it happened again. I also cannot delete any bookmarks in manage my bookmarks. I am seriously thinking about using Safari or Firefox. Chrome needs to send a bug update.
