"bookmark this page" and incognito are grayed out. Cannot bookmark a page.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. cleared browsing, cookies, extensions
2. tried to get an incognito tab
3. updated all extensions/plug ins

What is the expected behavior?
That the bookmark this page (not grayed out) and manage bookmarks feature will work.

What went wrong?
???

Did this work before? Yes 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

[mac triage] I tried following the steps and didn't notice anything odd.

Can you post a screenshot? Does restarting Chrome help? Or perhaps try creating a new profile with chrome://settings/createProfile 
I did create a new profile and it helped, however, after about a week, it
happened again.  I also cannot delete any bookmarks in manage my
bookmarks.  I am seriously thinking about using Safari or Firefox. Chrome
needs to send a bug update. Theresa
