Powerwash UI is ugly

The Chrome OS powerwash screen needs an overhaul by someone on the UX team.

See the attached screenshot from ToT:

a) Fonts are too big.
b) Exclamation point image is aggressively non-MD.
c) Many spacing issues (not enough space between image and text below it, too much space between text and buttons, window is too big for its content).

Let me know what do you think about this. I have been thinking about some illustration for screens like this. Maybe we can do an overall clean up.

Looks great -- thanks!

(There's a decent amount of whitespace around the dialog contents, but I suspect it's sized to match the other login dialogs, right?)

ChromeOS: Powerwash UI update
