Session.TotalDuration metric has artificial spike at 0 seconds on Windows platform.

This is due to "empty" sessions causing 0s reports. An empty session is one that is started by an event and ended by a timeout, with no other events being seen.

Closing this for now after discussions with asvitkine@ and rkaplow@. We're going to live with this bump, as we're afraid of losing visibility into certain situations if we ignore it.
