[USS] UMA ModelType counts

Issue description

It looks like Sync.ModelTypeCount.<ModelType> and Sync.ModelTypeCount are currently being emitted at https://cs.chromium.org/chromium/src/components/sync/syncable/directory_backing_store.cc?l=238 , but this is only going to work for directory based types.

We can probably put the model type specific counts into the processor fairly easily. Unclear how to get a total count.

This needs to be done. Having accurate model type counts has been quite useful over the years for us to have.

It is interesting to note that right now, we can still see model type counts for types that have migrated to USS, but they are showing the directory data counts from data that's never read/written to anymore. These should go to 0 once  issue 803157  is resolved.
