[crosperf] Crosperf does not correctly download trybot images from *-toolchain builders.

Issue description


If you specify a trybot image like

 build: arm-llvm-toolchain/R55-8862.0.0-rc1

for crosperf in the experiment file, it incorrectly attempts to pre-pend th board name, then complains that it can't find the image.
