Add history to sheriff-o-matic

The word doc we used to use for Android sheriffing made it was really easy to see history and answer questions like:
  1. When is the last time X bot failed? What bugs were filed against X bot last time it failed?
  2. Has Y issue occurred before? How was Y issue resolved last time?
  2. How healthy was the tree yesterday? Last week?

It would be great if sheriff-o-matic showed history for bots e.g. a list of "resolved" failures and the crbugs associated with them.

History would be a great feature, but I believe it requires a better datastore model, to be able to log what a sheriff has done for later display.

sean is working on a refactor which would allow us to record this information. Don't think there's a tracking bug for it at the moment, sadly.

I am interested in eventually doing this, though there are other things with higher priority. 

This is also something I think we can do once we adjust the Datastore model for alerts.
