What steps will reproduce the problem?
(1) Have a browser window, a Gmail-open-as-window and a Calendar-open-as-window at the same time in an account
(2) Log out, then log in again
What is the expected output?
All open pages/windows load happily in the background while you can already start reading/using the first one that loaded.
What do you see instead?
Gmail and Calendar violently steal focus from each other (and any browser tabs I'm trying to read) multiple times until they're finished loading. I essentially have to just sit there and watch my screen flash between the two windows for 10 seconds before I can actually start using the device.

I don't know if this is a Chrome or a Gmail/Calendar regression, but it affects Chrome OS devices disproportionally so I think it's still our problem. It has definitely not always been this way, something must have changed within the last 1-2 milestones.
I don't know what the rules for background windows gaining focus are (personally, I'd never want anything to be able to do that... it's just annoying and puts you at risk of getting your password highjacked), but if we need to allow websites to do that I think we should at least suppress it during the initial session restore.
