Page Info shows chrome-devtools:// URLs as non-secure

What steps will reproduce the problem?
(1) Visit chrome-devtools://devtools/remote/serve_rev/@199588/devtools.html

What is the expected output?
Security state shows like chrome:// urls (e.g. "secure chrome page")

What do you see instead?
Shows as non-secure

I think this is really a Feature Request to lump in with the feature work in planning to make verbose states for Chrome:// and Chrome-Extension:// schemes.

Show a custom page info bubble for chrome-devtools:// URLs

- Use the "you are viewing a secure Chrome page" bubble for devtools URLs.
- Add interactive UI tests.
- Remove unit tests for unreached code.
